Our Freight International Services (FIS) team monitors your shipments, reviews paperwork,and follows up with customers to avoid delays when crossing the border. The FIS team provides the following services free of charge:
- 24-hour attention - The FIS team is continually monitoring your shipment 24 hours a day, Monday–Friday to ensure all appropriate documentation arrives at the border, before your shipment even arrives. If you have concerns about your shipment, or just want to ensure it crosses the border seamlessly, contact our dedicated team at fis@fedex.com.
- Broker assistance - The FIS team communicates with brokers and customs officials to ensure your shipments are delivered swiftly. Any issues are addressed and cleared before the shipment reaches the border.
- Fast, streamlined border clearance - The FIS team stays up-to-date on International regulatory laws to ensure proper documentation and classification for a worry-free cross-border shipping experience.

New requirement for shipping to Mexico
Complemento Carta Porte (“Waybill Supplement”) requirement
Since January 1, 2022, Mexican authorities have required all transportation companies to submit a Waybill Supplement for shipments to, from, and within Mexico for commercial and casual/non-commercial shipments, regardless of the mode of transportation. This requirement is part of Mexican authorities' efforts to combat illegal activity and increase tax compliance.
Effective January 1, 2024, transportation companies and shippers that fail to comply with the legal and regulatory requirements may be subject to fines, penalties, and even criminal liability.
What is changing?
Since January 1, 2022, all transportation companies have been required to submit a Waybill Supplement for shipments to, from, and within Mexico. The Waybill Supplement is an additional section that was added to the current Comprobante Fiscal Digital por Internet (CFDI), which is the “digital invoice” that transportation companies issue to customers in Mexico for tax purposes. Penalties and liability for non-compliance went into effect January 1, 2024.
How do I comply?
Continue to provide the name of your broker or freight forwarder on your FedEx Freight Bill of Lading as they will need to include the following data elements on the second FedEx Freight Bill of Lading:
- Tax ID for shipper in the U.S.
- Tax ID/RFC for the consignee in Mexico
- Unit of measure & weight
- Product Code (available in Spanish only on the Mexico Tax Authority website)
Include this information on a physical FedEx Freight Bill of Lading, LTL Select, or in the “special instructions” section for electronic shipping tools.

Enforcement and penalties
Mexican authorities are responsible for the enforcement of the new regulation in Mexico. Starting January 1, 2024, non-compliance with this requirement, may result in penalties, shipment delays, shipment seizures and/or a temporary hold on deliveries by FedEx Freight. FedEx Freight reserves the right to recover any penalties levied against FedEx Freight, from customers who fail to provide the necessary information in a complete and/or correct manner.
